At least, that was the case in other dimensions.
There was a slight shift in the way things went in this universe, and it all had to do with a gentle blonde princess. In this timeline, rather than simply enjoying her relationship with an Earth prince, she had gone to enjoy the company of the other planetary citizens. It was difficult to sense a distance from their Moon dwelling 'cousins' when the people of Earth experienced the Heir to the Moon's throne going about finding delight in every aspect of their culture. However, she did not lose their respect through just abandoning her own people and society, but instead made friends no matter where they came from.
And when it came out that she thought highly enough of her beloved's abilities to seek his council, and allow him to be in charge of a good many tasks, it became clear that this was not some simple piece of propaganda. Instead, she really did appreciate and want them to bring up their own special talents to the level of her own people. Hell, people began to realize that she truly loved the humans of the Earth about as much as she loved her own people. To her, it would be best to have them as one happy family.
So, it became difficult to get an Earth merchant to be angry with the Moon people when he was exporting goods to them for a tidy profit. One could not paint those from the Moon as isolationists when they were enjoying the benefits of Earth's beaches along side the locals. Moon Kingdom citizens could not see the Earth folk as savages when their art and music was being shown off in lunar galleries and halls. And it was very hard to see any division between the two groups when the Heir to the Moon Kingdom allowed the Earth prince that she loved to do a lot of the day to day running of the government.
Because of that, there was no widespread tension and hatred, what with the constant flow of people back and forth between the Moon and Earth. Where the prince and princess should live was the biggest sticking point, and even that was dealt with more through loud discussion than physical violence. As that was the case, the forces of what would have been the 'Dark Kingdom' never got anywhere close to the numbers that they might have had things gone differently.
After all this had become history, the effects of this were what made Genma blink in shock. He looked around, and saw that things were not quite what he remembered of them. That meant that he was not where he'd started, though where he'd ended up was certainly not something that he could figure out.
