Sailor Pluto watched as a projection screen lowered from the ceiling and a video began playing.
"I believe," said Setsuna, "that this will answer your questions."

SCENE: Crayfish Monster stalking through streets of Azabu Juuban.
VOICEOVER: "In 1987, due to quantum fluctuations in M-Space, our universe came closer to another universe - enough for higher energy inhabitants of this other universe to cross over. Conventional forces faced several problems in dealing with these monsters. Their speed, manueverability, and that some could shapeshift or pass through solid objects were all problems."
SCENE: Crayfish Monster snarls and lifts up a car, throwing it at the police cars ahead of it.
VOICEOVER: "It was discovered that several different series of units had the ability to locate, fight, and defeat such menaces."
SCENE: A Makoto unit in a policegirl uniform grabs the Crayfish Monster, performs a suplex, airplane spin, then a rolling Mongolian Piledriver. Little pieces of Crayfish Monster begin falling off.
VOICEOVER: "Still, the units weren't ideal for such use - having minimal powers and abilities."
SCENE: Pictures of a severely damaged EMT Hotaru unit and Firefighter Minako unit on stretchers being taken from battle scenes.
VOICEOVER: "Fortunately, the units assigned to a young martial artist boy seemed to enjoy a higher than normal success rate with minimal injuries."
SCENE: A young pigtailed boy gives a V sign to the camera, with a set of martial arts-posing Senshi to either side of him.
VOICEOVER: "Following this, Project Magical Girl was born. With a series of upgrades, further training, and more sensei involved - seventy two elite teams were developed and deployed worldwide to deal with alien aggression."
SCENE: A Large crowd of Senshi, with several dozen models that Setsuna was not familiar with, stood there with a large placard reading [We Will Defend Earth's Happiness].
VOICEOVER: "Following the deployment of these forces, stock prices surged to all time high."
SCENE: A smiling Setsuna Meiou in the video accepts an award from someone.
VOICEOVER: "Project Magical Girl continues to enjoy wide public support, except in those areas which are hostile to gynoids in general - which has resulted in high instances monster predation in those areas."
Sailor Pluto twitched. Ranma Saotome. How dare he be involved?!
"Of course, the magical powers are related to the Senshi fields of power," said Setsuna, pausing the tape. "For example, Senshi Mars having a plasma beam. Senshi Venus using a magic laser. So on and so forth."
"Why? Why does it have to be this way?" asked Sailor Pluto.
"Because magic manifests sufficiently differently that the Senshi transformation was unavailable," said Setsuna, mildly surprised she had to repeat this. "So, as far as anyone working with me was concerned, I hired some children and used a computer program to postulate what they'd look like as teenagers. To my surprise, their star seeds - and my own - did not contain all that was necessary for a transformation. It was easy enough to add it, with the assistance of a few select individuals under my employ. They merely thought it was something to make the emulation better - which was true as well. Yet all of the Senshi-based units, and quite a few other specialized units, ARE Senshi. Minor Senshi without a lot of power, but enough to count. It is the elite units which can defend the world from menaces."
"No, not that," argued Pluto. "WHY Ranma Saotome?!"
"Eh?" asked Setsuna, not understanding. "You don't know?"
"You have no idea what I've been through trying to free that tangle from the Senshi's fates," practically growled Pluto.
Setsuna shrugged. "Ranma Saotome was involved because-"
