In any universe, there exist the Seeds of Chaos. Tiny pockets of random adventure and strangeness which, if cultivated with enough insanity, would blossom into full-fledged madness. Aliens and magic are particularly potent fertilizer. The seeds in Tomobiki, for instance, had blossomed with the arrival of the Oni, and it was unknown if the chaos in Nerima had ever truly been seeds.
There were other universes, however, where a lack of magic and aliens had forced the seeds to remain dormant, waiting for one of the triggers to allow the madness in the heads of its occupants to burst forth and feed them.
The six Beings in charge of Chaos had decided to change this. The seeds were about to be triggered by the arrival of a genuine Magical Girl.
"We have four choices," said one figure hidden in silhouette, but looking very much like a cat with tentacle arms. He reached out and placed four files on a table.
"First, we have Ayumu Kasuga. She grew up in various parts of the Kansai prefecture and has gained from her friends at school the nickname 'Osaka'."
"She is far too unreliable," scoffed another tentacle-armed-cat-thing. If the universe needed her to be somewhere at a certain time, it would surely be destroyed before she got there."
"Please," said the largest of the Tentacle-cats, "wait until you have seen all the profiles before choosing. You may continue, Maneko-san," he added to the one presenting the options.
"The second option," the Tentacle-cat apparently known as Maneko said, "is known only by the name Sakaki. We have yet to determine whether it is her clan name or her given name. She has a strong affinity to cats and has been able to see our probing attempts in her dreams."
"That amazon is hardly Mahou Shoujo material."
"Once again, Kuneko, please wait for Maneko to complete the profiles."
"The third option," a very annoyed Maneko said, "is Miss Tomo Takino."
"Next," Kuneko interrupted immediately.
"However much you disagree with the option," the tall Chaos Being said, glowing with anger and power, "you must allow Maneko to complete his analysis"
"You actually think the Council might choose Takino? She is slow, stupid, insensitive, clumsy, irritating, and lacking all common sense."
The Leader replied with one word. "Usagi".
"She was chosen by destiny. Had the Council had a choice, not only would she have not been the Princess, but she would not have been a Senshi!"
Maneko went back to Tomo's profile. "Her imagination being unleashed by magic could potentially cause more growth in the Seeds than anyone besides Ayumu. The final profile, I almost hesitate to open."
"Do it, do it, do it," Kuneko said, a sense of urgency in his voice.
Maneko sighed as he opened the last folder. "Chiyo Mihama, child genius. Fiercely loyal to her friends, believed by Sakaki's interpretation of her dreams to be our Leader's daughter, and entirely cute." Maneko looked at the other members of the Council. "Who am I kidding trying to give choices," he sighed. "You're all going to choose Chiyo-chan no matter what I say, aren't you?" The five others nodded sheepishly.
"The choice is made," the Leader declared. Now look into the timeline and tell me when we are to activate the young girl's powers."
