"The girl must enter high-school already empowered," said Kuneko.
"What would make you say that," an all-black Chaos Being asked.
"Simple, my dear Oneko," replied the grey being, Kuneko. "Were Chiyo-chan to be empowered after she had already met her friends, they would become suspicious if she started acting differently. Either Tomo or Ayumu would suggest that she was the Magical Guardian of Tokyo, and while the others would ignore this suggestion, the Knuckleheads would band behind it."
"But," Oneko replied, "isn't the idea that her friends eventually discover her secret, and possibly even trigger powers of their own?"
"Yes," the orange Leader said, "but not as quickly as the Knuckleheads would shout their conclusion out to the entire world. Remember, as a Magical Girl, Chiyo will gain powerful enemies."
Oneko could see there was no way she was winning this one. "Very well," she said grudgingly, "Mihama will be triggered before she enters high-school. I suppose it will give the other girls something to talk about."
"Now then," the Leader said, "we must determine the form which Miss Mihama's powers will take on. It would not do to do something foolish like giving her full control over the Elements" The other Chaos Beings all nodded, remembering the disasters which had arisen whenever they over-powered the new Heroes.
"I can easily produce a set of six magical jewels," Oneko suggested. "We don't give her full control of the elements, but we give her six jewels to give her the power of Fire, Wind, Lightning, Earth, Water and Ice. Each would change her form. Of course, only one could be used at a time."
"Well, that's brilliant, Oneko," a pure white Chaos Being scoffed.
"I suggest you have a better idea, Teneko," Oneko replied in a distasteful tone.
"Naturally. It's all well and good to turn the girl to an element, until someone takes advantage of it. Imagine if she shifted into Fire Form only to be met by a powerful blast of water. For my suggestion, we allow her to change her age for the Magical Transformation and give her a sword infused with Great Power."
"Why would we change her age?"
"So we wouldn't have a ten-year-old girl holding a sword larger than her body."
"If you want a sword-wielding amazon you should have voted for Sakaki to start with," Kuneko interjected.
"What would you suggest," Teneko asked with a sharpness in her voice.
"We give her actual magic and instruct her on a few simple spells. When the True Threat shows up, we give her more powerful spells to defeat it."
"No," Maneko replied. "That type of magic takes too long to properly train one in. You're all thinking far too traditionally. Think of something new. Not Wand-and-Staff, not Super-Powered Sword, and not Elemental Jewelry. We give her the ability to channel magic into various pieces of modern technology."
A small red Chaos Being muttered something, but only the leader seemed to hear what he had said.
"You have all made good suggestions," the Leader said, "But I can only take one. Would you please elaborate on your idea...
