Now the question comes, why is Pluto, a woman dedicated to protecting all that is good, so set on destroying a family that she knows is not evil?

Well the answer there is...

Pluto doesn't realize it, but she's possessed by a demon. It doesn't care about anything but dragons, so lays dormant unless they're around.
Pluto thinks the dragons might possibly threaten Crystal Tokyo, rather than risk it she decides to get rid of them.
A dragon once dumped her/stood her up/otherwise spurned her.
It's that time of the millenia....(Thrythlind ducks all the ammunition directed his way from the female readers)
Pluto has somehow been hit with a magical poison that makes her unreasonably paranoid. (taken from a fic, but I forget the name)
something else.
