However, the fact of the matter was that no matter the cause of it, there were people who were not the same that they had been when the incident took place. Powers of the sort seen in stories were now becoming reality, and no one could doubt it when the first person did something visible that could not be explained away. It was completely clear that people were now gaining abilities beyond that which would normally be put into mortal hands, and the only real clue as to how that could be possible was that they were all spending good amounts of time in the 'Monster Ward', Juuban.
The problem was that it was difficult to get people out from the area, despite the fact that there were creatures roaming those streets. A number of people had nowhere else to go, but some simply chose to stay and deal with it as it came. Of course, there were plenty of individuals who already had to be in the area, and so they didn't exactly have a choice in the matter, though the fact of the matter was that a lot of these individuals had powers of their own already.

When they came, they tried to investigate as any scientist would, though they totally refused to accept any possibility of there actually being monsters in the streets. That proved to be the downfall of a good amount of them, including one camera crew in particular.
Their tape was not shown without any editing to a mass market due to the graphic imagery contained within it, as there had been veteran newsmen and other hardened individuals who had vomited in their seats while viewing it.

People knew that this was something that was going to be needing to be handled appropriately, and they were not about to ignore the threat that the creatures posed.
Not that anyone was particularly fond of the situation as a whole, but they couldn't do anything about it for the most part, while:
