Sailor Pluto did the best she could, really. In this instance running damage control and doing a pretty darn good job of it.

Things like birthdates getting moved up and shifted by ripples wasn't of concern since the elimination of Japan. The Gates Of Time were not designed for manipulating time and she had to disengage safeties and McGuyver things just to make slight changes.

Which ended up with only two hundred feet of pure destruction, and a fractured dimensional buffer that covered perhaps twenty miles. Compared to how things had been immediately after Genma's mangled reading of the forbidden scroll - it was an incredible improvement.

Unfortunately, the Gates had practically shut down just from that. Any further changes would have to come from her own very limited abilities to step back in time.

Genma had done this when Ranma was five years old, in 1980. Usagi and the others were two years younger. Hotaru was three years younger.

After the initial destruction, the little boy was found with hair that had changed cover to a sort of silvery-blue. The woman who found him and delivered him to the hospital vanished shortly thereafter, and all that was initially known of the long haired woman was that she had stated that she had found the child in the blast zone.

Within days the fog that wouldn't lift from the blast area was spreading through much of Japan. That the fog moved in disturbing ways that had no correlation with wind was duly noted and a scientific curiosity.

People noticed shadows moving in ways that seemed quite unnatural. A month later came the first reports of monsters attacking people. It didn't take long before the first monster was actually filmed and people began abandoning Tokyo.

The trickle became a flood when the first Alpha class monster appeared. Scientists of various sorts came to study them. Soldiers came to shoot the monsters, and it was effective on some. Not all though.

Demonhunters, ghost sweepers, and others of similar talents began showing up and they were much more effective in their elimination of supernatural menaces.

Sailor Pluto made sure that the Senshi were safe, but Beryl and her Dark Generals were in for some competition.
