The government was reluctant to do many things, as the legislature was paralyzed by arguments and debates that spiralled completely out of control. To some, the night dubbed 'Reprisal' was a warning not to do anything at all. Still a few things WERE tried.
An electric fence set around the water was erected 11/15/81. Ineffective.
Airlifting concrete barriers to set around the water. Likewise ineffective.
Dropping several dozen bombs into the water... well it had a result. The next night the fog extended over the waters as far as Yokohama Harbor, and sonar picked up several large objects LEAVING Japan. There was also a few communities that suffered higher than normal predation.
Following that, the United Nations sat down with the Japanese government and came up with a group to monitor and research and respond to problems that didn't seem to fit conventional fixes.
Names were bandied about. United Nations Investigational Taskforce drew a lot of support from the British, Australian, and American groups. Nippon Extranormal Research/Development had a few adherents. Paranormal Investigative Monster Police was shot down with merciful quickness.
Finally, in the manner of political compromises (a solution which fewer people hate it then do not, but nobody really gets satisfied), the name of the organization to deal with events such as Demon Ward Juuban which did not fit into traditional rational worldviews was:
Supernatural
Extermination
Research
Authority
Which the Japanese responded to, perhaps as a protest, by pursuing some nautical motif in the various uniforms and identifiers.
The SERA group came up with codenames for those who showed unusual abilities, for commonly encountered monsters, and for special abilities.
It was the foster-home concept that was the first thing not drawing international critique, and during that Ranma ended up:
