In the end, it was decided that he would be placed in the home of the very girl that he was so dedicated to. It was thought that he might go searching for her otherwise, and she happened to be one of the few who could really affect his behavior. Actually, he seemed to restrict any actions that might cause her distress, which was seen as welcome by those who were considering such things.
The fact of the matter was that it just seemed to be the best thing for him. He would get not only a good home life, but would be a way to involved Doctor Mizuno in the projects. She had already proven to be an asset in both keeping the situation stable during one of the fog 'incidents', but had already cared for individuals with special powers. Some actually thought that it would be a smart move to have a doctor around for the boy's well being as well.
So, with a desire to keep a 'continuity' of his life for him, Ranma was placed with the doctor who's daughter he was so dedicated to. He would grow up in as normal a way as he could, given the circumstances, with periodic testing to make certain that he was safe, and to discover what was so special about him. Not everyone was pleased by the new arrangement, but it was the best compromise that could be reached. After all, despite Ranma's willingness to interact with others, he did have a focus on that one particular girl.
With that in mind, his situation was settled for the moment, while:
