A holographic image of the Shepard stayed silent for a bit, before it spoke, it’s language being translated into whatever was needed for the representatives of the UN to understand. “By right of United Galaxy Treaty, Protocol 122-B, subsection 5. Any races on the cusp of or already in the process of becoming space dwelling entities with the ability to explore beyond their solar system by any means of exo-travel may be judged by the Shepards and adjusted accordingly. This was added to ensure that those civilizations that entered the galactic community were not harbingers of greed, self-abuse, and other menaces to the community at large.
“As such, we are to ensure that either your species as a whole evolves itself better along a moral standing as well as a attitude standing, or keep you from expanding by any means necessary.”
“You mean you would exterminate us?” yelled the Ambassador from China.
“If need be,” said the Shepard, ignoring the raised yells from the gallery. “The members of the Galactic Union have no desire to experience such unpleasantries as they have been forced to when lesser-developed races intruded on their space and initiated conflict for selfish and foolish reasons.”
“You expect us to allow this to happen?” yelled the French ambassador.
“I see little difference in what we are doing compared to what you do to each other on a daily basis,” replied the Shepard. “Your first reaction to anything unknown or that could possibly be threatening is to destroy it, as proven by your first attack on us. You have a very unstable world government with poor organization, as well as no ability or desire to enforce your own rules. You have governments overthrowing one another and allow those that abuse the very life you claim to cherish as if that life had no value. You allow religions to be the cause of strife, claiming superiority due to an unproven faith. Many of you show intolerance on levels that you yourselves would declare inhumane.
“And you expect us to allow such backwards philosophies to intrude on a peaceful frontier?” asked the Shepard, somewhat glad to see its tirade had dampened more than a few members of the group.
“The final authority was given to us, and our actions have never once been judged wrong or excessive by the Galactic Council. As such, we have been given full rights and authority to ... I believe the phrase is ‘drag you kicking and screaming into the adulthood of Galactic civilization.’ You may claim foul play, but your tests showed the truth. We have reviewed all communications ever sent from this planet since you were first able to, so do not claim we do not know your history.”
“I believe he enjoys this part of the job,” muttered one Shepard, watching the broadcast, as they had ensured that even the primitive jamming technology of the Earth people could stop it, as well as ensuring that power to those systems couldn’t be ... accidentally interrupted. Many times they had run across those that sought to limit such information and thus use false propaganda to keep the people in line with government policy.
“Of course he does,” muttered another Shepard. “We get to deliver the bad news for the failing worlds; he gets to rub it in.”
“And don’t forget,” said another Shepard, walking up to them, “he still hasn’t gotten to the unprovoked attack on our livestock. This planet will be lucky if it is ready for testing into the Union for another thousand years as they perceive time.”
The first one snorted. “Half the other races will still be alive to remember that little bit of info.”
“Can I request that day off?”
“No. I already have it.”
“This just keeps getting better and better,” muttered Nabiki, glad the mob hadn’t formed yet. But the was most likely due to the Shepard now being on TV and listing the multitude of offenses each nation currently active on Earth was guilty of.
“I have expect them to say some small country had Elvis killed,” said Cologne.
“Don’t tempt fate, Elder,” said Kasumi.
“That baka will probably legalize it so he can finally have his damn perverted harem,” muttered Akane.
