The Arctic Treaty which followed acknowledged the independence of Sides 1, 3, and 4, forbade the use of weapons of mass destruction, including colony drops and nuclear weapons (such as the one that rendered Zeon uninhabitable, and killed the 17 million people who lived there), and reaffirmed the earlier Treaty of New Brunswick, which forbade the creation or use of dedicated space combat vehicles (hence the arming of construction equipment, such as Mobile Suits, as well as freighters and personal spacecraft).
On Tokyo 3, Dr. Ikari Gendo, Director of Near Earth Response Vector, the Alliance's paramilitary combat force, has installed the new 'Evangelion' Direct Neural Control System in several of NERV's elite 'Gundam' Mobile Suits. This system allows a Mobile Suit to react faster than any previous design. Unfortunately, only the genetically engineered Newtypes can use the Evangelion system, and even the oldest Newtype is not yet sixteen.
On Earth, Seele, a conspiracy which strongly influences the policies of many nations on Earth, have there own Newtypes, and have obtained an encoded copy of the Evangelion system. It will take time for them to decode it, however, and knowing this, the ZSA Cooperative Council have chosen to start the war now.
The other Space Colonies will be freed from their parent nations... whether they want to be, or not.
