The Sandaime Hokage was watching over the young charge that he had been given by his successor, the Yondaime, who had died to save the village from evil. The young boy was giving much more to save the village in the form of his life to imprison the evil within his body. It was the Yondaime's wish that he was to be seen as a hero, but that was not to be. Much of the village saw him only as the demon that had taken so many lives in it's rampage, not as the baby he was. The boy had little chance for a good life in the near future.
It was then that the Hokage noticed a figure hiding in the shadows, one that took on a female form that was pleasing to the eye. The shadow moved out of the darkness to reveal a woman with copper skin that looked lightly scaled in a way that was sexy in an exotic way. Her hair was a brilliant red that seemed to have a metallic sheen, which countered her crystal blue eyes. Her nails were like claws that were painted a dark colour of red, while she had a set of cute fangs in her mouth. She was dress in wraps of black cloth that formed a halter top over her generous chest and had a short black skirt that was made for the freedom of movement. She also wore the toe-less shoes that was common among ninjas.
"Hello, Lord Hokage. Allow me to introduce myself, I am Filia Dragoon. I am a servant of the goddess Hlal, that has taken a request to help young Naruto. I have been sent to raise Naruto and teach him the way of Ninjutsu as described by the goddess. I know that this must be hard to believe, but I speak the truth. Lady Hlal has seen the future that Naruto was to have, one where he is rejected for the longest time before finding people that could look beyond the Kyuubi seal within him. She wishes to soothe the pain that might occur from that kind of life, which is why she sent me. In exchange, she is willing to share some of the jutsu that she has developed from what she has learnt from your world." Said Filia as she tried to explain what it was that she was doing there.
The Hokage was wary of this woman who was so strange and knew too much, he was not sure that he could trust her till the scroll appeared from nothing and floated over his desk. Slowly reaching for it, it revealed the same story that would said as well as explaining more about the women before him. It was then that he was filled with the sense of supreme goodness that was filled with humour as he looked at the personal note and glyph from the goddess.
The Sandaime thought for a moment and had to make a choice. His instincts were telling him that she was telling the truth and the feeling of the divine was make it clear that some greater than him was involved. There was also the fact that no one else would be likely to look after the boy. He did have an idea.
"I will let you look after Naruto, but with a few rules. You will have to give your loyalty to the village and apply to become a ninja for the village. You will also be watched by a supervisor of my choice and give me weekly reports of your activities. You must remain in the village for at least the next couple of years. If you mistreat the boy, he will be taken from your care." The village leader told the woman as he tried to building in safety devices into her request.
"Agreed, I will render my services to the Village of Hidden in the Leaves for the right to raise Naruto." Filia said as she walked over and gently picked up Naruto. She tickled his chin softly with her finger, making sure not to cut it with her claw. An honest smiled crossed her face as she looked at the young boy, holding him close to her body.
The Hokage was sensing genuine care on the part of the half-dragon woman and was beginning to think that this might be a good choice. At least with the conditions that he had given her, he might be able to figure out if he had made the right choice when he had given the young savour of the village.
Later...
The Hokage had been monitoring the situation with Filia and was enjoying what he was seeing. She seemed to be a caring mother, making sure that Naruto's every need was taken care of. She also had the knack to defuse any hostile encounter with the villagers with her force of personality, either taking the diplomatic route or intimidating those that she couldn't charm. She had found a simple house that was in a remote part of town that would avoid most contact with those who would detest the fox boy. It was only when she bought the house that the Hokage found the first fault in the women, she was a cheap skate. She seemed to hate to part with any kind of money if she could avoid it, even thought he knew from the data he had she had much money.
The Sandaime was also amused by the fact that the woman loved to pull little pranks on people, especially those that were arrogant or cruel. The woman was also clever enough to do so in a way that she could not get caught, it was only by looking in his seer crystal that he managed to see who was causing all of the trouble. She had kept her word with him, adding a few extra jutsu that were of interest. Including ones to give claws to a person's hands and feet, another was one that gave scales while making one slight immune to certain 'energy' types as she told him. She had also performed some great missions for him, even while making sure that Naruto was kept as safe as possible when she was not there. She claimed that she summoned a guardian dragon to care for him when she was not there, and the tales of a terrifying lizards with wings hinted at there was something to that.
Even with the number who had disliked her for being the parent of the 'demon', she had found friends within and without of the ninja community. Most of those friends had been won over by her actions to help them and their loved ones when it counted. Among her best friends was Teuchi who ran a local ramen shop, a type of food that the woman got addicted to since coming to this world. It was the one thing that she was willing to overpay for.
'So far, the agreement is working. I have hopes that it will continue to work in the future.' He thought to himself.
