The scrolls were sold throughout the kingdom, and there were a number of races with magical abilities who could use scrolls but not necessarily memorize or cast the spell on their own. Sorcerers were one of this group. Dragons another.
Naturally, there were defects, but the old magus personally inspected any going to the Royals and their officials - as one of his scrolls going bad there would reflect very poorly on his school indeed.
Fast as it was, once word of the Prince investigating a dangerous spelljammer and reporting goblin slavers got to the seneschal - it spread even faster thereafter via Maid Express.
One of the first respondents to the tale was a self-styled fiancee of Ranma. Not that nobody else supported her, it was just that she bore no "official" Fiancee Of Ranma status. More of a wannabe who had met the Prince at one point and decided he was so her type.
With her fiance in danger, it was the perfect opportunity to strengthen that bond was it not?
Though marrying Ranma might not be a perfect situation, and it wasn't his political career or that he was a prince that especially grabbed her. No. It had been that hot bod of his doing kata and sword practice in the courtyard that had gotten her attention. Finding that he had a kind heart, if a bit clumsy socially, and some common interests had strengthened that interest.
Heck, at this point she'd settle for a few dates.
So she prepared transport to go to this crash site and see if perhaps a rescue would allow her the boon of asking the prince out. Which might end up with the "official" status being bestowed.
