Certain people, mainly those with strong chi or mana or both, could "contract" with a magical girl. The contract had to be agreed to by both contractor and contractee. The contract also had a "four strikes" rule - annulling the contract if the contractOR forced the contractEE to follow orders the magical girl didn't want to. The same thing occurred if the magical girl went against orders.
That said, the magical girl was summoned into this world and could either manifest temporarily (typically fifteen minutes per summoning) or permanently (staying in the world until her 'death' or the death of the Contractor) depending on the power levels involved or the terms of the Contract.
There were also a LOT of magical girls apparently. Flipping through a copy of Bishojo Beat (a magazine devoted to magical girls) - she spotted all sorts and most of whom were unfamiliar to her. There were jobs specifically for those who had Contracted, Arenas where magical girl combat could take place, rankings and categories, and entire industries which apparently catered to the Contractors and their girls.
Finally she ran across an article that explained the categories of magical girls, and she found that it was:
