A Sailor Senshi World: But first how was this wish granted.... [Episode 21833]

Well.... first of all.... the item that Happosai used to make his wish wasn't capable in itself of granting it. It didn't have the power to "Turn all the pretty girls into Sailor Senshi...." as that's how he worded his wish. Had he said something like "Dress all the pretty girls in Sailor Senshi outfits..." the wish granting item could handle that.

So the item needed to have access to higher power relic that could grant the wish.

The Silver Crystal.

As so... Usagi had dreams.... dreams of including more girls she felt deserved to be Senshi.... dreams of not holding back her secret from her closest non-senshi friends and family.

So... the power of the wish granting item was making subtle influences in her dreams... that in them, she would call on the Silver Crystal to make the wish come true in belief that her various 'insecurities' would go away.

As such, all the pretty girls in the world(which was a actual requirement, for an ugly or old female in a fuku is an image no one wants to see, and the full title is Bishojo Sailor Senshi), were given ties to various power sources, whether it was real celestial body or some other magical source like the elements or nature. As the wish was being finished, all the new Senshi girls were left in Senshi mode to allow their bodies adjust to their newly given powers.

So at the time being, the girls wouldn't know how to detransform.... yet.
