While girls and women fitting the criteria of the Ginga Sword were natural high priority targets, it would not stop there; anyone could be transformed into a Bishoujo Senshi, regardless of gender. It was often difficult to find the bishoujo qualities in boys and men, as they would not normally associate the term with themselves.
However, there were exceptions. There were those who were naturally effeminate, who could easily pass for girls under certain circumstances. Those who deliberately cross-dressed for various reasons. There were also a few special cases.
That wasn't to say the Ginga Sword would favour such people to the exclusion of the greater male populace. Some were simply too good to be ignored.
You might even say they were too good for their own good.
