In Chaos Theory a butterfly can flap its wings and start a chain of events that start a thunderstorm across the world. Outside of a laboratory, things were rarely so tidy.
The ship was ancient and looked like a small moon. It had sufficient mass that dust and small rocks had gravitated to it, adding to that illusion immensely.
As things went, the ship WAS a laboratory and the beings within its mass were dispassionate and old and jaded.
Butterflies, to They That Watched, were old hat. To They That Watched it was far more interesting to take a young sentient population and try throwing it a challenge just to see how it reacted. Sometimes they'd visit a disaster upon the planet, shatter the ecosystem, and cause mass exctinction. Sometimes they'd make a minor change in the planet's history to see how that species turned out. At least one of They Who Watched was fond of the old 'give them a bit of power and watch the primitives blow each other up' ploy.
If a species managed to actually survive and thrive, they'd leave it alone for a time.
It wasn't exactly a hat, and it wasn't exactly a slip of paper in that hat, but the idea was the same. One dipped a manipulatory appendage into the traditional receptacle and withdrew the fate of the planet.
Gender imbalance, removal of 75+% of specific gender of planetary population.
The decision was to remove males, as that seemed the dominant of the two genders as far as world leaders were concerned.
There was debate, of course, on how to do this. The vessel had parked itself in orbit around one of the outer planets and the debate ranged from 1852 to almost 2000 on the various methods involved.
