Then there were other areas, such as Ranma's area - the Hidden Valley. Not wealthy or especially powerful, mainly on the losing side of the so-called 'Great Ninja Wars' that had finally stopped about fourteen years previously.
Ranma was a martial artist. He therefore did not do any of that 'ninjutsu' stuff. Taijutsu, Kenjutsu, Bojutsu, and so on - yes. Special Manuevers dealing with his kekkei genkai, sure. Ninjutsu, absolutely not. That you took your chi and your mental energies, combined them into chakra, forced it into a pattern that produced effects - well, that was just the way the universe worked.
He could do the handsigns, but someone MIGHT mistake that for ninjutsu. Which was forbidden per the treaty at the end of that war. He had a shakujō he could pull out and use for a few techniques, mostly defensive. Nothing to merit the response, there were drifting gennin and other practitioners all over the place after all.
He had a Summoning Contract with the Chocobo. Again - that wouldn't have drawn much reaction from anyone. There were plenty of other such contracts out there. Snakes, slugs, turtles, toads, dogs, and so on and so on. His particular contract was with mostly-large riding birds. No big deal, not exactly common, but no big deal.
The presence of the Northern Checkpoint into the Valley caught his eye, as well as that it was mostly intact.
Ranma smiled then, genuinely for the first time since riding out. His memories of this life contained someone who'd been like a sister to him for years, an ashigaru skilled with blade but more likely to use another weapon altogether. On seeing her standing guard, though wounded, he felt a touch of dread recede from his heart.
Recognizing him, his not-quite-sister saluted and grinned. "So you made it."
Butterball closed the distance and made a couple of 'kweh' noises, showing that HE had apparently been worried too.
