Chachamaru had data on most of the various groups.

She knew that Akane's Red Haze group had fought Ranma already. She knew that getting Red Haze to fight Ranma's group again would be pathetically simple. Getting them to fight SEES would simply require Akane meeting any of the female members of that group but in particular Fuuka.

The problem with Red Haze was that it actually wasn't that powerful as far as the gangs went. One member, Daisuke, had a pistol. Akane was an excellent martial artist, for anywhere else. Here she was average, though the best of her group. Her "Burn Knuckle" technique was something she'd self-taught herself after seeing someone else use the ability - which indicated that she might be useful if she could be trained up. "Cyclone" Sayuri and "Chain" Yuka were weapon specialists, but low-average in skill.

Akane's boyfriend Tatewaki Kuno was the "Shooting Star" of the Kendo Club, which was actually run as if it were his own personal gang. He commanded eight kendoists of varying skill level, and a photographer, and a ninja retainer. His gang might make a decent annoyance, but wouldn't last long against either group.

Thinking over the choices, Chachamaru was also able to eliminate the Occult Club as being of even less use than Red Haze. Likewise Whirlwind, Burning Skull, Wavecrest, and Rampant were all around the same level as Akane's gang. Annoyances, but not enough to pose a serious threat to either Ranma's group or SEES.

There were two ways she could go about initiating things that the Mistress might find amusing though. The first was to register Ranma's group as a gang itself, though filling out and filing the paperwork anonymously. That would cause challenges to Ranma and his group, followed by more powerful gangs doing the same. The established groups and gangs would want to adjust their pecking orders after all.

SEES, an established group, would be more difficult until a few words in the right ears circulated that SEES had itself never participated in the usual trial-by-combat. Just word of mouth and reputation of some of the members had done given them their ranking.

By making the name of the group sound insulting or impressive, this would further escalate the violence against the newcomers.
