The 10 Tailed Beast was something that had the Sharingan and the Rinnegan. The ability to observe and copy jutsu, plus the ability to have access to ALL spheres of jutsu.
Except that in this case it was neither truly the Rinnegan or the Sharingan due to that lack of precise restraint.
Which was why the little child known as Naruto had the RinneByakuHypnoUberEroSharingan. An eye ability that could manifest any of the following at a given time:
Sharingan: The ability to see and analyze all forms of chakra usage.
Rinngan: The ability to use all forms of chakra manipulation.
Byakugan: The ability to see a nearly 360 degree field of vision, including through objects.
Hypnogan: The ability to induce a trance in which targets became suggestible.
Ubergan: The ability to store jutsu within the eye itself, and then instantly call forth that jutsu without hand-seals.
Erogan: only usable when the wielder has reached a certain age.
As to the various other abilities of Naruto, Toltiir merely smiled and waited to see how it would all play out.
Danzo knew he could count on Homura Mitokado and Koharu Utatane. He had spent years manipulating the two, and all he had to do was invoke a command-phrase and they'd charge the gates of hell itself and believe it was all their idea. With them, he could sway the Council and therefore the village itself.
The brat known as Naruto was a resource to be exploited, and the best way to do that was to make him dependent and a weapon. A weapon that wanted to be used and that would destroy whatever enemy was set before him.
The plan on how to take that child and forge that weapon was simple enough. Rumors and innuendo could shift opinion. While Minato might have wanted his child to be seen as a hero, it wouldn't take much to shift things so that he was instead seen as a monster. A few words in the right places, a few threats in the right ears, a few lies circulated where they could reinforce each other - all part of the plan.
The boy would grow up friendless, alone, hated. When he was old enough and ready, then Danzo would be there to provide direction and acknowledgement. Then the monster would be his monster, and Konohagakure would become the premier nation. One which would crush opposition and dissent, leading to a new golden age of the shinobi world.
Eventually, even the feudal lord system could be toppled. Let the inbred dotards be cast from the comfortable and decadent castles to let the real power of this world take the reins.
There was nothing outside his grasp after all. He would do what was best for his village, and if that meant thwarting the dreams of both the Third and Fourth Hokage - so be it.
