Mount H had been a small somewhat isolated area that no one considered remarkable. Which is why the emergence of the Lemon Flu in the area didn't have much impact on the rest of the Pokemon world, by the time anyone from outside interacted with the locals, the disease had died out.
Of corse before dying out, the flu had not only caused massive Pokemon cross breeding, it had interacted with the naturally unstable Pokemon DNA to create new species of Pokemon with unusual sexual capability's.
And into this area were coming the blissfully ignorant. . .
