It really was a wonder that someone so dense could survive in any world; but then the world that Bahamut had created was designed to cater to beings that might need to be looked after? Which is probably why Genma had gotten away with as much as he had. Or thought he had.
After all, when a god makes a promise, he keeps it (especially if he happens to be a good god). Wishes and the requirements of the wisher to fulfill them fell only slightly lower on the dragon god's list of "things that must be kept". This of course applies to the one who made the wish as well.
Seeing then as the father had breached contract as it were with this current fiasco, Bahamut decided that it was more than time to pass on some judgment.
Both Genma and his son, the Prince Ranma, would be sent back immediately to Earth. No questions asked, no pleas heard. It was the way things "had to be".
Further more, in keeping with the proposed exile Genma would lose all knowledge of magical gates and any other spell or artifact that might bring him back. All other knowledge that he had gained was pretty much a result of some actual labor on his part, so Bahamut would leave him that much.
"Hmm, I wonder if his wife would be happy to see him after all this time?" Yes even goodly dragon gods can have a mischievous streak on occasion.
However, to temper this somewhat for the undeserving prince (and his future brides-to-be), Bahamut decided to make sure that Ranma would have a chance to return again to his kingdom. Upon the gaining of his eighteenth birthday, a quest would be unlocked and the key to a portal would be the prize. The dragon also decided that it might be a little untenable for the girls to be ensconced at the palace where they would be constantly barraged with questions and rumors, not to mention some of them with the various stages of pregnancy.
Viola! Problem solved, at least until the end of the quest. A favor called in, and the Hall of Timelessness was borrowed to contain the young women (elves, dragons, etc.) for the duration. And yet another favor was required to make certain that the young man received notice of the quest and what it would entail.
Justice must be tempered with mercy after all.

The avatar groaned in dismay as he sat watching how the world progressed. *Mercy for who? I mean, I have to be the one to sit here and observe all this craziness.*
