"Yes," said Toltiir. "Comes in Green, Red, Blue, Orange, Lavender, Pink, and Plaid."
"Ah," said the Third Hokage. "He can pick up mountains?"
"At full strength, without his limiters," said Toltiir.
"Fast too," noted the Hokage. "Heat Vision? Xray Vision? Telescopic Vision?"
"The Hyuga may feel that he has something which copies their own talents, but it's not quite the same," admitted the cat.
"So how does this work?" asked the Third Hokage.
Toltiir cocked his head at the Hokage, then decided why the heck not? "That goes to the source of the genetic splice used. Some degree of his superhuman stamina, strength, and speed is a result of the heavier gravity of Krypton. It never made sense to me why he'd lose those edges even if you stripped away the yellow sunlight. Speed, including reflex speed, is necessary on a higher gravity world to avoid falling and similar things. Strength and stamina necessary to move around on that world, not to mention things like reinforcement of support tissue and bone structure. So Naruto's strength and speed and stamina are all roughly five times what they were prior to this without getting into the sunlight angle and the power enhancement from that particular angle. Once he gets used to that, you'll be able to slowly crank down the power limiters."
The Hokage nodded to show that he understood. With one finger he tapped the book. "So you want me to cooperate with your fun?"
"It would expedite matters," admitted the cat.
The Third Hokage adjusted his hat and let a little smile flit into place. "Well, I think I could do that, but there's a little matter of price."
Toltiir blinked and considered the Hokage, finally allowing his own smile to show. "You wish to negotiate?"
"Oh, a little of the 'I scratch your back, you scratch mine' is part of the job description," said the Hokage. "Now, for the details..."
Rock Lee, genius of hard work, was running around the village when he saw the meteor crash into the ground.
Naturally he investigated. Just as naturally, he was surprised when the meteor turned out to be a chunk of glowing rock that blasted him - turning him forever more into:
