"Non-Administered World #88, Seraf. Restricted Access World. TSAB operatives are strictly forbidden. By initial treaty, non-TSAB operatives are allowed if local laws are not broken.
"There are three hundred and thirty-eight Holy Strictures prohibiting specific types of conduct from the general public. Mage-priests are governed by another set of laws, exact details unknown but which is believed to be considerably less restricting than those for the general public.
"Some notable restrictions follow:
"Pornography of any kind is forbidden outside the home.
"Weapons which are designed to throw a projectile or leave the hand are prohibited. This includes throwing a rock.
"Body hair is forbidden within a holy city.
"Use of non-magical technology above steam engine level is forbidden to non-priest. Use of magical technology above Mid-Childan Basic Magery is forbidden to non-priests.
"Females within a Holy Temple must be completely covered, leaving only the eyes uncovered. Outside a Holy Temple, and within a Holy City, females must wear a chunaki."
"What's a 'chunaki'?" asked Kakashi, expecting something that covered everything.
The device displayed a hologram of the garment.
"I... see," said Kakashi, glancing at Saber.
"We will NOT be going to one of these 'Holy Cities'," stated Saber firmly. "If we do, I will NOT be going in there."
"Yeah, can't blame you," said Naruto. "In this heat? Not to mention I'd have to use a levitation spell or something so you could keep up with us."
"Continue," instructed Saber to the device.
"I'd think those chains would tend to heat up in this sun," muttered Sasuke, trying VERY hard not to think of his more annoying fangirls dropped off in one of these Holy Cities. Gagged and bound and not bothering him at all.
The device cleared the image and continued. "Punishment for crimes is most common pillory, enslavement, flogging, or death. Quite often a combination of the first three, though the mage-priests have been known to use death and enslavement to improve their workforce."
"How can you have death and enslavement?" asked Sasuke.
The device answered by putting up another image.
"What is that?" asked Naruto.
"The corpses of the guilty are animated by the magic of the mage-priests," said the device. "This level of punishment is restricted to those convicted of willful heresy. It was based on this particular practice that negotiations with the TSAB were broken off."
"By them or us?" asked Saber, who was viewing the entire planet as some poisonous viper by this point.
"TSAB personnel broke off continued negotiations at that point after examination of one of the guards placed upon the diplomatic team. Serafi contacted indicated that these practices were not open for negotiation and that TSAB personnel were being considered as potential high-value recruits."
"I can see why the TSAB doesn't want to touch this world, except possibly with fire," said Naruto calmly as he looked over the data on the little girl zombie with the sewn-shut mouth and empty eyesockets.
"I see they don't require their undead to follow the same clothing restrictions," noted Kakashi calmly.
"Found the compartment," said Naruto. "It's in an area called the Haunted Mountains, about 10km from here. There's natives nearby. Four."
