Though, in truth, he had a lot of fun as Tobi-the-clown. It was amusing and it certainly riled up some people, which was certainly a plus. It also provided a nice contrast for what was really going on.
The moon was up, in all its mystery and glory. Haunting him by being just out of reach. Though there was that glimmering thread in the sky reaching up to the moon. What WAS that, anyway? With his Sharingan going, he could see it but it was...
There was a brief glimmer on the face of the moon, a spreading glow, and then it exploded.
The moon was now tumbling pieces of rock, with the occasional flare of lightning amongst those pieces.
His teacup hit the ground and shattered into not nearly as many pieces as the moon had.
His Sharingan continued to relay information to him as shock just held him staring at it. Pieces of moon had been heated past the point of being liquid and had attained gaseous form. Pieces of moon were now racing away from the point of impact at speeds in excess of eight hundred thousand miles per hour.
In an eyeblink, some of the pieces were now gone entirely while others had courses adjusted in a different manner.
He saw the whole thing, and through the Sharingan had an idea of how much power was involved in such a thing. However, even with the Ten Tailed Beast, he had trouble believing he could access and control that much power.
Using explosive tags as a reference, he quickly realized that the number of tags that would have to be used was ridiculously high. All the wood of Konoha's forests converted to explosive tags would not be enough.
Tabling that consideration with some effort, it was obvious that he had to discover WHO had done that. WHY they had tipped their hand like that? HOW had they gotten their hands on the amount of power necessary for such a thing? The tightly bound thread of chakra had been something so distant and complex that he hadn't been able to decipher details, and even if he had the power requirements were beyond anything he'd ever thought possible.
No, his plans would have to go without his direct supervision for a little while. This bore close personal scrutiny.
Danzo Shimura knew things with absolute certainty. Danzo knew what power was. He knew what being a ninja was all about. He knew that Hiruzen Sarutobi was a weak Hokage. He knew what ninjutsu was capable of.
Danzo Shimura stared at the sky.
"Where's the moon?" asked a member of ROOT, one of his guards. Who was also staring at the sky. "Where's the damn moon?!"
"Release! Release DAMNIT!" said another member of ROOT, who was convinced this had to be a genjutsu. Finally he stabbed himself in the leg with a kunai. "That's impossible! It can't be!"
Danzo blinked after what seemed a very long time.
The impossible tales of what Naruto Uzumaki has been up to are apparently not quite so impossible. And the 'Device' that bragged it could do such a thing, was not bragging after all. This...
Danzo turned abruptly and faced the small group a distance away that had produced the display. That would have been visible across most of the Elemental Countries. There are people going to be very upset about this. That the Leaf has access to such a weapon, something that could incinerate entire countries in less than a heartbeat? I wouldn't be surprised at all if foreign nin attacked in order to stop such a force being turned against them. Others will attempt to steal such a resource, or failing that - attempt to curry favor with us.
Danzo considered the Device and pondered how best to use this to his advantage.
"That was... impressive," admitted the Hokage.
[I felt that it was best to get that out of the way at the beginning.]
"Isn't this going to cause an ecological disaster?" asked one of the jonin.
[Oh. I'll replace it. I'm just studying some of the pieces that I disintegrated and stored as information. Interesting.]
"You're going to replace the moon?" asked the Hokage as if discussing the weather. "That's good. Be a shame not to have one."
[Yes, I'm just holding off for a day or two so the point is made. Then I'll make a new one. I'm thinking something larger but further away to minimize tidal differences. Blue waters, white beaches, happy little trees.]
"'Happy little trees'?" asked a jonin, twitching and looking as if any moment would see a nervous breakdown.
[Naruto promised one group to find them a new homeland, if certain conditions were met. This should do nicely.]
one year ago:
Naruto appeared, stepping out of a hole in space/time and followed by four others. "Konohagakure at last! Next stop: Ichiraku's Ramen! Hey, wait a minute. This isn't Ichiraku!"
Ifurita sighed and pulled up a holographic display on a device. "Well, so much for simply using dimensional transport to reach your homeland. Maybe if we'd made a left turn at Al-Bakkur-Kay?"
"I don't think that would have helped," opined Lina. "What's going on in that city, is it on fire or something?"
The voice that answered was caustic on the ears and oddly accented. "Dimensional Transport Coordinates Found. Investigation Reveals Four Humanoid Lifeforms. You. Will. Surrender. Or. Be. Exterminated!"
"I don't think so, Skippy," said Lina as several odd shapes came rolling out of the debris.
"Caution, Naruto-sama," said Ifurita, moving to place herself between Naruto and the odd-metal devices. "They may look ridiculous but they are likely to have dangerous abilities. I shall defend you."
"You Will Defend No One. You Will Be Exterminated!" said one of the odd metal devices as it fired some beam at the woman with the staff-weapon.
Said woman frowned as the beam played over her form.
The other odd devices didn't like that she was still standing. "Barrage. Now."
Several beams converged on the woman.
Then she said something. Something that caused terror amongst those metal devices for reasons they didn't understand.
"Technique acquired. Dalek Beam."
Konohagakure, present:
"Invaders in metal casings?" asked the Hokage.
[Yes. They called themselves Daleks. Apparently something happened where they thrown out of their original space/time and an invasion force of them had ended up in this other reality. They really did a number on the planet involved. Some of the natives pointed out that their ecosystem had been wrecked due to orbital bombardment.]
"At which point Naruto offered assistance?" asked the Hokage.
[Apparently he said he wished he could help. Things escalated from that.]
"Sounds typical," said one of the jonin who was not still gaping at the moonshards still spreading out amongst the twinkling dust.
[One of them declared that she would sacrifice herself, swearing her life and service to Naruto for his assistance. Despite being told repeatedly that such wasn't necessary.]
"I get the impression that Naruto's trip carried many complications," said the Hokage.
[True. As for the girl in question and her people, they are:]
