What Usagi and two of the others were doing was actually providing cover for the others.
Haruka felt that they should strike off on their own. That Ranma would be in danger facing the sort of problems they did.
Michiru tended to follow Haruka's lead. A bizarre twist on Fox & Hound stories, but not without precedent.
Setsuna agreed with Haruka. Endangering Ranma was not good. Though the same prescience that had told her to stick with Ranma in the first place was telling her this was a bad idea.
Makoto was entirely of two minds on this. Protecting Ranma was good. Leaving Ranma was bad. Not being able to reconcile the two, she mainly kept quiet and had decided to help with the Distract Ranma plan.
Opposed to the idea was Minako, Usagi, Hotaru, and Ami. Ami was very opposed to abandoning Ranma. So were Hotaru and Minako to varying degrees.
Impasse.
Setsuna's vote was "with reservations" as she couldn't determine what the unease was from.
After they'd all had a chance to discuss this, it was decided:
