They were the Defenders of Nature (DON), and in the words of one English environmental observer, they were "crazy buggers."
The idea was to release a virus that would change people on the genetic level. It would not be able to do much to the current generation, but it would result in a bit more connection with the Earth. For what really would be change would be the children, who would become the next vanguard for the planet. They would be strong fighters, with the instincts and strengths of their feline genes, but with the benefits of human intelligence.
What they actually got tended towards being a whole lot more cute, cuddly and affectionate.
Instead of a group of strong warriors, they wound up with a bunch of pretty catgirls who would rather pounce on a nice fish, not someone who was dumping toxic waste. They were caring and sweet, and tended to not have much problem showing it.
Later on the DON wound up getting caught because while they were able to create viruses, they were not fighters themeselves. They had also not learned restraint and tried again when faced with what they thought was a fluke. When Seattle began to get its own influx of kitten-girls, they were found and jailed.
That left a whole bunch of girls with feline features. Since they were apparently not human, they fell under other rules. This resulted in laws being enacted that essentially made any such girls a special kind of pets. And since none of the girls was much in the way of being either vicious or too concerned with such things, they tended to enjoy the ability to have their own special person to cuddle with.
Unfortunately, Genma had not paid attention to this, nor had he known his old friend had tried to have children, only to wind up with three catgirl daughters. He had found the Nekoken, and decided to teach his son it to help him on his way to being a great martial artist. To be fair, only one result, the fear of cats, should have been known to him.
What he couldn't have known would have been the catgirl reation to his son. They found the feline aspect of Ranma's nature alluring and enjoyed playing with such a friend. That brought a happy sight to their parents' eyes and the pigtailed boy had recieved a whole lot of pets on his training trip, only to recieve them upon his arrival at the Tendo Dojo. Ranma found himself awash in friendly faces, while Genma discovered that his style of training was not appreciated by the same cat-girls.
And after a certain genie's visit, he also learned why some parents had gotten catgirls to be with their sick, lonely, and/or precious children. They might not have been viscious creatures, but they were natural nuturers and damn protective of people they cared about.
Which resulted in Genma finding it a good idea to make for the horizion lest the catgirls caught up and punished him for 'hurting their Ranma'.
