He had just come to the Middle East.
There were those who would say that the Middle East was destabilized by Israel when in truth the Middle East hadn't been stable since the days of the Pharoahs.
While he found their abject poverty and disregard for the lives of others who didn't share their particular sect and subsect of religion appealing, the fact was that these pests could prove a destabilizing influence later.
"DeSaad," rumbled the stone-faced dictator.
"Yes, my liege," the weaselly scientist/sorcerer responded, ready to rack up some toady-points.
"That factory you wanted to build," said Darkseid, mouth twisting into a cruel smile. "Do it here."
"The region will be destroyed, nothing will live within a thousand miles of the factory or it will end up part of the manufacturing process," pointed out DeSaad.
"Exactly," said Darkseid, in quite a good mood by this point.
