The five Inner Senshi had just met with the addition of Sailor V to their number.

The only superheroes running around were the Sailor Senshi.
The initial invasion site was not Tokyo nor even in Japan. Which made it difficult for the Inner Senshi to know about it in time, never mind deal with the response.

Within six hours the fighting had ended. Beryl and her Generals lay dead, most of her youma dissipated on the wind, and Metal'la had literally been ripped apart and devoured.
The next sites for landings were in areas to be used as beachheads. Places with resources and little in the way of resistance.
Boom tubes opened in out of the way places in China, Germany, Ethiopia, Central Russia, and India.
The native population was subdued and brought to a central location for processing and containment. Parademons and Shocktroopers quickly finished securing the areas and the building of fortifications commenced.
From these beachheads, they would be able to spread and establish supply and support lines.
By the time the news agencies were beginning to catch on that something beyond the usual farmer's reporting of UFOs was going on, the second stage was ready to commence.
