The person making that assumption would be accurate.
Ryouga didn't realize he was walking into the Tendo estate, he thought he was coming to a travelers rest stop, actually, or maybe a tea shop. He was mildly confused when he came across some cat-people talking about marriage, but passed it off until he recognized Kasumi's mildly altered voice.
"Kasumi?" Ryouga blinked. Kasumi turned toward him with a radiant smile.
"Oh, hello Ryouga-kun," Kasumi responded. "I'm sorry, I should have met you at the door."
"What happened to you?" Ryouga asked.
"Oh, I'm a weretiger now," Kasumi said politely. "I don't look plain at all any more do I?" She smiled ecstatically.
"No," Ryouga said.
"Oh and this is my new fiancee, Tirga-san! Isn't he handsome?"
"I guess..." Ryouga said, looking to the tiger-man with the pained expression. Ryouga felt vaguely like he should be yelling "Tirga prepare to die!!" to give the tiger-man a punishment for daring to touch the pure Kasumi Tendo, but since Kasumi seemed so happy he let it pass.
"And the best part is..." Kasumi was speaking in a low voice. "I'm going to be a mother! And an aunt too, when Akane has her litter!"
"Huh?" Ryouga asked, getting dizzier. "Akane?"
"I think you might be telling him a little too much for him to grasp at the moment," Onoli warned.
"Oh! And Ranma is going to be a father too!" Kasumi declared loudly, attracting attention from the other room now. Ryouga's mind launched onto that statement.
"Not now kid, we're busy."
"I wouldn't try to get up if I were you."
