She really wouldn't have gone this far, but she had to.

She ALSO knew that any attempt to change matters retroactively would end rather messily, be it through Paradox or her own beloved Guardian of THAT moment giving her the temporal bends, say fatally?
So Usa, Sucessor to Neo-Queen Serenity, simply grew and learned, learned the Gates, learned the fates, banked the Hates and made her move at age 16, after ALL the prophisied acts were over.
Usa's name after all, in English, was the initials for the last free country to fall prey to 'purification',and she'd be DAMNED if this sterility stayed.
As Pluto was trapped by her grief, she'd do what her mentor and guardian couldn't due to remembered pains.
Find a Chaotic, warm, loving and brusque man, one who could help and awaken LIFE in the current zombies of Crystal Tokyo.
Somehow get him just before he dies, if one could be found that had little effect on the world (easier done than you might think, with all Pluto's manipulations leading to suppression).
Bring him HERE, and determine the path to take NOW, after Pluto's release from the Geas.. and maybe get the Timesenshi laid for a few weeks running, she NEEDS it, dammit!
And she'd picked Ranma Saotome to do all this. He's everything just listed after all.
