It seemed that the senshi of time had a vision at the time gates where he had run across sailor moon when his mental powers were in full swing and had gotten a accidental glimpse of what the senshi plans for the future. He had not liked what he had seen and had gone about convincingher to abandon the purification that was an essential part for the formation of Crystal Tokyo.
This resulted in him being a threat to Crystal Tokyo, and like other threats in the past, weather they be guilty or inocent of any true crime, she went to eliminate him. However this time things did not go as the senshi of time planed. The resulting stress of being atacked and subsiquent hunt like a rabid animal that had to be put down had awakened his mental powers prematurely.
He used his powers to convince Setsuna that she had acomplished her goal in eliminating him, and although he could do nothing to remove the gears placed on her by queen, he had been able to create a mental link with her without her knowledge. A simple enough task considering how messed up her mind was already.
With the link he had been able to learn why he had been atacked, the senshi's future plans and her plans to ruin and use Ranma Saotome.
