Unknown to Waspinator and Setsuna was that Nebulos was not the be all end all of the headmasters. In another timeline, organic beings had nothing to do with the creation of the Headmasters. It was merely small Cybertronians that left Cybertron and created larger drone bodies from themselves on Planet Master. Due to the change in the timeline, a small group of minicon scientists (re)discovered the Headmaster process. The plans for the original Headmaster (Fortress Maximus) were left in the hands of a trusted few as those minicon scientists with a larger group, hoping to find a better place than Cybertron.
They found a new homeworld and called it Planet Masters, as in masters of their own fate. There they build Fortress Maximus and many other drone bodies.
Some of the Minicons modifed themselves to transform into guns for their drone bodies. The other minicons thought the Targetmasters to be a little crazy. Then there were the double targetmasters were two minicons transformed into guns and could combind with each other and used one drone body, all the other minicons thought they were very crazy.
This Eden wasn't without its serpents. Scorponok was leader of a faction of the minicons that were like the Decepticons. Scorponok intended for his group to return to Cybertron and take it over.
Scorponok saw a stepping stone to do that when the minicon signal that alerted the Autobots and Decepticons passed through their star system.
Cerebros, leader of the minicons on planet Master, and Scorponok sent some of their Headmasters to Earth to find and aid their brethren. Of course Scorponok's were also to get them to their side by any means necessary.
