The change the remade the Powermaster, Targetmaster, and Headmaster process into Minicons and replaced the need to go to Nebulos was imperfect. The Transformers had no one set universe, they had many universes they existed in. To alter one creates a giant mess.
Had Setsuna looked farther into the past, she would have seen an earlier group of minicons had left Cybertron, they made the planet Master and they had become like Headmasters (only with the smaller heads controling the Autobot and Decepticon sized drone bodies). One of their designs was copied and left behind.
That design was for Fortress Maximus, a nearly unstoppable base/fortress/spaceship/robot that would tower above the Autobots and Decepticons as they do to the Minicons. The minicons that went to Master and to Earth both had a copy of the planets for him. On planet Master he was built as one of the first drones, and for the peaceful leader of those Minicons, Cerebros. On Earth, he was dubbed Brave Maximus and made to be useable only by the Royal Family of Earth, and only then as the last line of defense. He was then hidden, so no one else would use him.
Now the question was, who would find Brave Maximus first?
