The betting pools turned out to be a way to keep people informing her of things (to keep the bets fair) and to keep money rolling into her family Dojo. The Dojo was not making its own money, due to a emotional breakdown of some kind on the part of Nabiki's father, Soun, around the time of (and likely caused by) the death of the Tendo mother. Remembering Genma, Ranma could relate.
Nabiki Tendo was as diamond, cool, smooth, and hard, yet of great value, and formed thru great and lasting pressures. Ranma understood this, having seen its results up-close in the person of Doom for ten years.
"Hmm, she cares for others but keeps the proper distance save when needing to be close, she is strong, she is blindingly witty. Father, it's a shame you never thought of adopting a daughter, she'd have done you proud." Ranma noted to himself under his mask. He loved Doom--as much as Doom could accept being loved--but Doom knew of the ways Ranma felt differently than he, and tolerated it.
Ranma's Anything Goes attitudes had matured, to say the least, but they influenced the teachings of Doom in turn. While Ranma had every intention of becoming unto Japan as Doom was unto Latveria, Ranma had his own gameplan to get there. Mostly involving tactics easily recognisible to a talented Zaibatsu or a member of that gaudily-dressed Hell-Fire Club. He intended to become a power behind the throne, and quell/absorb the current criminal undergrounds over time. Nabiki seemed to be just what he needed.
He put the file away securely and secured his mask, before striding to the door. (Sensors are so useful at times.) was the Thought of the Day, as Ranma triggered the remote to open the office entry door and said over the speakers "Come in, Miss Tendo. There is much we must discuss."
