The Master of the Bunny's Delight was indeed using his own brand of Voodoo mind control on Ranma for an end that could only be described as "ecchi", if not outright "hentai". Step by step he was guiding "Ranko" towards a certain goal with the messages he implanted in her brain, not knowing that this brain belonged into a boy's head half of the time.

He was a typical sex-slave collector, hiring pretty girls, twisting their minds and keeping the best ones for himself, while the others are eventually sold or tossed out to fend for themselves.

He was a man on a mission. In his opinion all girls were too repressed, so he made it his task to convert them into the kind of sluts who'd love to dress up as bunnies and please men.

Actually, turning Ranma into a horny bunnygirl was only a side project for him. His true target was the capture and conversion of a girl Ranma knew. (A fiancée, Nabiki, Kasumi, etc.)

He wasn't setting out to enslave Ranma or turn her into a bimbo. He was just making sure that all his employees were willing to work as "full service bunnies" - waitresses out front and... entertainers in the backroom for paying customers. And if his commands happened to spice up their personal lives as a side effect... well, call it a perk of the job.

Once he had "Ranko" and her coworkers ready, the Bunny's Delight would become a topless bar where groping was not just allowed, but encouraged, and the waitresses sit on the customer's lap to take his order.
