One, they were all of the female persuasion. The only stable relationship in the group was between two of the most unstable members - Uranus and Neptune. This indicated a male might not be the best choice for making contact.
Second, they were all fairly young. Someone older might be seen as an authority figure, or possibly could be seen as dangerous. Someone younger than the Senshi was debated briefly but eventually discarded as too likely to get something wrong.
Third, the Senshi were prone to zap things that were clearly inhuman. While the wizards and sorceresses and alchemists were a fairly eclectic group, some of them were not quite human and therefore removed from consideration.
Fourth, the Senshi might have a way of determining what overall power level was present. Sending someone really powerful would likely be seen as a threat. Sending someone without a lot of power increased the chance of this becoming a one-way mission.
Fifth, there were a number of potentials that just plain were not about to go. Some protested that they had experiments or projects that could not be left for potential long periods. Some protested that they were neither stupid nor expendable. Some objected because they personally couldn't deal with cramped spaces or crowds or raw fish - and therefore didn't care for what might be an extended stay in Japan.
So the compromise was made to send someone female, of an age five to ten years older than the Senshi, who could escape quickly if things got out of hand, but was sufficiently politic as to increase the chance of things remaining peaceable.
There were four candidates put forward on this.
There was Gwendylon Armistice who was a promising young sorceress at the age of 24. The redheaded spellcaster was a bit of a bookworm, but nobody could think of her offending anyone.
There was also Wendy Arbuckle - an enchantress of the wand and potion sort. At 18, she had done fairly well but was regarded as a bit of a ditz.
Third in this lineup was Evarelle who was blonde and had pointed ears, but as she was an elf this was perfectly normal. Evarelle was a nature adept, and as such might be well received by the Shinto priestess at least. She was far older than her appearance might indicate, which was mid-20s.
Lastly was Lianne Roche whose esper abilities might have made her seem an odd duck for a sorcerous society, but they tended to be outsiders anyway. At 19, she wasn't in the full bloom of her power, but she was hardly a pushover.
It took four pots of coffee before the decision was finally made that they should send:
