She needed a device like the one that gave her new form, having concluded that the gun that zapped her was responsible for her improved physique and mental capabilities, not some magic spell that came out of nowhere. For it was apparent to her that her fellow senshi would react to her body and increased brain usage in one of two ways.
They would either demand that she return to her 'normal' form(which would be highly unlikely, as she considered her current form her normal form and feels her previous form is not worth returning to) or become envious and jealous of her.
In any case, she would use the device on the remaining senshi, to transform them as she had been transformed. Besides, she wanted her friends to be 'blessed' as she was. Such 'blessings' are meant to be shared! After all, getting nookie with a girl was even better if the girl was truly 'blessed'(a thought shared by the inhabitants of Planet Playtex, some number of lesbian/bisexual Earth females, and a majority of Earth males).
Once that was done, she would use the gun to convert others to her cause. She is after all the future queen of a future nation, and a nation needs a sizable armed force to protect it. Sure she and her friends may be known as the Sailor Soilders, but nine soldiers does not make an army. Why not start establishing an army now, an army of Sailor Soilders if possible?
If anything, kidnapping her beloved and father of her future heir is definately an act of war against her future nation, and the appropriate response to that is to form an army and strike back. The task should not be difficult as there would be others all over the world who would jump at the chance to rescue their loved ones.
Thinking her plans were sound, she set out to acquire the needed parts for the device(as well as a heavy duty vibrator, as a Playtex Technomage happens to think better when using one).
