At the time Ranma's story was splashed across the news, Washu was sitting alone on Earth, watching the news.
She was alone because Tenchi had moved to Jurai and pretty much everyone had followed. Maybe after Ryoko had settled things between her, Tenchi and Ayeka, the girl would finally settle down enough so they could do some mother-daughter bonding.
Luckily, there was something on the news to take her mind off her loneliness, coincidentally giving her motherly instincts an outlet.
...there were certain things to expect of the little red-head however.
"Bwahahaha! I can rebuild him; better, faster, stronger, smarter, more powerful than a Jurain Battle-crusier!"
...and sometimes she was just full of surprises, a trait that made most everyone tread carefully around her.
"And so Manly too!"
Come whatever may, someone was in for a surprise.
Back in the present, Setsuna shuddered as she got an inkling of what Ranma had become. Worse were the hints of how he had become like that, though for some reason she had trouble viewing this new past, almost as if it involved multi-dimensional powers.
Snorting in contempt, Washu had to shake her head at those foolish government agency types. As if they could actually help the boy with their meager backwards technology. Considering that they had intended to turn the boy into a living weapon if he survived the experiments, they should count their selves lucky that only a few pig-headed members of their organization had been turned into kappa.
The little tyke wasn't really up and about yet, but she just had to tell someone she was now an adoptive mother.
Opening up the communications screen, it took her a moment to actually get to Ryoko on the line.
Trying to behave herself, the silver haired alien on the other end spoke with great reluctance. "Alright Mother, what is it?"
Still in her small form, the red-headed super-scientist practically squirmed in her seat while restraining herself to a mere grin to accompany her teasing tone. "Awww, is that any way to talk to your mommy? I just thought you might want to come home and visit little ol' me."
The angry image of Ryoko zoomed in as the irate woman seemed intent on ripping the video-phone apart in her frustration. "Would you get off the mother thing? It's barely been a month since I left!"
Washu was unfazed in the least, her continuing grin suddenly unnerving her now anxious daughter. "Awww, but I thought you'd like to meet your new little brother!"
"What!?"
Shortly after his puberty upgrade, Ranma would wonder why being able to satisfy a 'Del-tan' was such a big deal.
At the Gates of Time, Sailor Pluto shuddered for no perceptible reason. Taking a cue from Ryouga's book, it had to be Ranma's fault.
