It was the greatest secret Nerima had to offer. Ranma Saotome the man-amongst-men, greatest martial artist of his generation, chaos magnet, and god-slayer was infact in love with a man. The Dragon Prince Herb had won the Wild Horse's heart. But how? you might ask. Especially since they were rivals. That is the real secret. They weren't. You see Ranma had discovered the truth about his fiancees earlier that week. Depressed and betrayed, Ranma had litterally stumbled onto the transformed prince. After apolagizing they had begun talking and the whole story had come out.
After telling their life stories to the other, they promised to help the other. Seeing how it would be easier to get evidence on the lesbos if they thought Ranma was gone, Herb and Ranma agreed to lock the curse to give Ranma a reason to leave with out suspicion. Hiring a PI to keep follow the three, they planned the whole fight out. Why bring Mousse and Ryouga then? Easy, an alibi. Akane and Shampoo would use two idiots to keep an eye on Ranma.
After the 'fight' they began plotting on how to expose the three and get rid of the other problems. As time went on Ranma and Herb grew closer, eventually falling in love. Why is Ranma the girl? That is more complicated. Ranma had been brought up to hold in his emotions, that they made him weak and stupid. As a boy this control had become second nature, as a girl this control was more difficult to achieve. Seeing how much happier she was as a girl, Ranma agreed to be the wife.
Why kill Saffron to save Akane then? Simple, he was a threat to the Musk at full power. The Poenix people had been at odds with both the Musk and the Amazons for centuries. The Musk and the Amazons had a nonaggression treaty because of it.
What about Nodoka? Again simple. She already knows. Early on they had confronted Nodoka about the fiancees and the contract. Seeing the evidence before her about the girls and Genma she canceled the contract and gave her blessing to the couple. She agreed to wait for them to expose the girls and announce their engagement before dumping Genma. Nodoka had already found a new man and eagerly awaiting that day.
