The more proper term was Nazgul.
An enemy of theirs had sought power, contacted it, and been overwhelmed by the force of emotion and strength of will behind it. In their original timeline, those two factors had allowed Sailor Moon repeatedly to overcome many enemies. Here it worked against them.
One Ring to rule them all.
A major difference gave her some hope. Unlike the original Nine Kings Of Mortal Man, there hadn't been a thousand years passing where the wearers had withered into unlife. The power of the rings they wore had changed them, but they weren't dead.
There was still a chance, especially as the One Ring had been struck off the Ruler's hand during a particularly nasty fight. As there had been no Mount Doom to forge the Ring in on Earth, the various Rings had been forged instead at Kiluaeia in Hawaii.
Mordor had been replaced with Hawaii. Pluto had to admit that this too was a major change from her readings of the book and watching of the Peter Jackson films (being the guardian of time had its advantages) - though it was a considerably darker and nastier Hawaii than what she was used to.
