"Certainly, Miss Tendou," said the clerk on duty. "Everything for the care and feeding of our pets." [Since there's been some back-and-forth over the gender of the F4U clerk, I'll just assume that there are several employees, who take turns staffing the counter, and the franchise manager is Marilyn.]
"Oh, that's wonderful!" Kasumi started browsing the racks along the walls of the store, selecting things here and there. "I'll need a leash and a collar with a bell... Oh, that kitty tag is so cute! Can I have it engraved with her name? Hmmm... A fur brush. A bag of cat food and a bowl... Oh! She'll love the squeaky mouse toy! What is this?"
The clerk looked at the latex panties with vibrating plugs blankly and said, "This is to help female pets through that time of the month. When they go into heat."
"Ah, I'll take one, then. And another one for Akane."
"Say," interrupted the clerk politely, "I just had an idea. The owner on Nabiki's paperwork is not yet fixed, and I'm wondering... Would you like to be her owner, Miss Tendou? Mr. Saotome seems to have his hands quite full already, and you appear to be a very conscientious and loving young woman."
Kasumi blushed. "Thank you, Miss. I think I'd like that. Do you think that I could see her?"
The clerk nodded. "Yes, I think that's possible. Her physical and mental transformations should be stable now. If everything is in order, and you sign the paperwork, you could probably take her home right away. Come, I'll take you to her." She rang a bell and motioned Kasumi to follow her, while another young lady took her place at the counter.
As she followed the clerk, Kasumi noticed that the replacement appeared to have long, floppy ears like a dog. It looked cute on her.
The clerk led her into a large backroom that looked like a kennel at the pound. There were cages of all sizes, filled with animal boys and girls of all species. The cages looked rather more comfortable than what you'd expect to find at a pound, though, and all of the furries looked well-fed and at peace. They stopped before a comparatively small cage, containing what at first glance appeared to be a large black cat with white "boots" and chest and a big white spot covering half her face.
The cat padded up to the bars and Kasumi saw that behind the fur and muzzle the face was that of her sister. Her distinctive haircut had grown into a somewhat fuzzier mane, but was still recognizable. Her torso also looked similar to Nabiki's former human figure, except for the fur and the slightly larger breasts. Her arms and legs, however looked almost completely like that of a cat, ending in paws, with slightly longer "fingers" on the front pair.
The clerk said, "I'm afraid, because the original target of the transformation was a full animal and because of the advanced stage at which she contacted us, the end result has a rather higher animorphic percentage than we normally use, except per special request. The mental conditioning was minimal, mainly allowing her to deal with her new body, and we managed to remove or dampen most of the instinctive behaviour patterns that were part of the original spell."
Nabiki meowed sadly and looked at Kasumi.
Kasumi knelt down before Nabiki and gently touched her through the bars. She looked up at the clerk. "Can't she speak? Akane can speak, and I think Ranma said that his other pets can, too."
The clerk shrugged noncommittally. "It's unclear, at the moment. Her voicebox is mostly feline now. We believe that the language centers of her brain are fully intact, so that she is able to understand spoken and written language - but whether she'll be able to re-learn human speech with her new voice apparatus is completely unpredictable. If she cannot, we do have special paw-operable voders with a complete hiragana syllabary." She opened the cage and let Nabiki out.
Nabiki padded up to Kasumi and touched her cat nose to Kasumi's human one. Then she meowed and playfully licked Kasumi's nose with her new, raspy cat-tongue.
Kasumi giggled and hugged her former sister and new pet around the shoulders. "Don't worry, Nabiki," she whispered into a perked triangular ear. "I'll take good care of you. I love you."
Nabiki purred and rubbed the side of her face against Kasumi's, marking her sister with her scent.
The clerk smiled and knew she had done the right thing in getting Miss Tendou as Nabiki's owner. She interrupted the cute cuddling scene after a few moments and said,
