The Magi had gotten quite creative with their second attempt at creating a nanny.

Realizing that purely mechanical systems were probably not the warmest and child friendly option and as Gendo had shown no compunction about destroying mechanoids; other options were pursued.

Which is why the monitor Fuyutsuki pointed to was showing the spare Ayanami tanks were now empty and the room was full of drying footprints leading out of Terminal Dogma.

• The magi have used the dummy plug systemand some cyberjacks to create simple puppets of Rei's Spares linked directly to them.
• The Magi have infused the clone bodies with a recreated template of someones parent. (pick a child, any child option)
• The Magi have used personality templates of the late Naoko Akagi, Yui Ikari, and Kyoko Zeppelin Langley (Gendo Armageddon option)
• The Clones are now outfitted with simple learning AIs containing the seeds of individualty to grow into their own people (saber marionette(ish) option)
• And now it's time for something (someone? ) completely different....
