Naturally, being the kind and helpful person that she was, Mihoshi had been kind and helpful to Ranma. Consider the case of Tenchi Masaki - the only other Earth human "normal" boy that Mihoshi knew. So Ranma was going to be a landlord, well, naturally he was going to have some interesting people staying there. Wouldn't he?
