Invincible Overlord: ? Setsuna's new mistake [Episode 101833]

She tried a desperate idea, locking the Senshi to her paradox effect. Immediately she regretted this as it further strained the resources around, but she kept the Senshi from altering too much even as the world around them shifted.

As she looked on after the passage of the storm, Sailor Pluto realized that she had made a basic mistake. By being the same, with the altered past, they had stood out.

And now there was the Invincible Overlord to contend with.

The world had changed radically around them, but due to their connections to the Time Gate the Senshi had not altered significantly. Personalities and powers and abilities had remained fixed by this radical solution, and it had well and truly blown up in her face.

The Senshi had gone up against an intelligent, tactically adaptive, atypically motivated, and powerful enemy as they were just starting out in their hobbies as costumed crimefighters.

Which was why there were nine Sailor Senshi and a Prince Of Earth in dungeon cells below the Palace Of The Invincible Overlord.

The only good thing about the situation, in Setsuna's estimation, was that this was an atypical motivation for one of Sailor Moon's villains.

Motivations beyond that differed but as far as the effects on the populace of Earth was concerned, this was the main one.

The Invincible Overlord was the sort of person who wanted people to rule over. That meant having survivors to rule over and a dead husk of a world wasn't a particularly desirable outcome.
