During his initial interviews, when he'd been asked about child rearing and training, certain... worries had been raised amongst various individuals. He had a rather proactive and rough approach than they would have previously expected. But as he was the only otherperson from Ranma's dimension, as well as being his only family, the authorities were reluctant to seperate father and son.
They waited though, and it was when the elder Saotome decided to throw rocks at his son in order to work on his dodging skills that they grew concerned. Despite the fact that they didn't quite know the exact rules about proper training in the Art, they were reasonably sure that there would be problems with his methods. Intense and hard methods had been used by the universe's natives, but that didn't change the fact that he tended to be a bit over anxious to train his boy.
So as the two trained, they were monitored, but never in ways that would easily be detectable. There would be teams of people, never the same twice in a row, who would be keeping an eye on the pair. Local authorities, from schools to police to hospitals were quietly alerted in case of any sort of 'incident' occurred. The Saotome patriarch was kept in the dark about it, as no one wanted to risk him trying to hide what his true intentions truly were.
As a result, things went on with Genma rather clueless about being watched, and continued on trying to make his son become a great martial artist. It just seemed bizarre to him that on occassion, his plans would get... derailed. He'd try to get his son some intense training in some special technique, and the police would ride by. Heading out into the woods didn't work, as he had a tendency to find things like temples where helpful monks would teach the boy meditation techniques. Then again, he also 'got lucky', as he'd occassionally get enough money to stick around an area long enough for Ranma to attend some schooling. And on it went, without him really doing much other than cursing his sometimes bad luck, and trying something else.
Ranma, on the other hand, grew up and blossomed under the unseen attention. The little boy grew skilled in weedling food and toys from people, though he was never viscious about it. That was better than stealing in any case, and he showed a lot of aptitude with the mental techniques that he helped in 'stumbling into'. He was a free spirit and quickly grew in skill and strength, though he never did like school.
They travelled like that, with Ranma learning what he could about the Art as they never stayed long in one place, until:
