Expecting to see a Crystal Tokyo with martial arts dojo or something silly, Sailor Pluto was a little taken aback at the amount of suffering that was going on. She actually had to backtrack to find out what had gone wrong.
There was no Death. When someone died, they stuck around.
Some became ghosts, others kuei, still others zombies.
Even the seeds ground up in bread were still alive and causing problems for those who ate.
Sailor Pluto realized what she was looking at. Nobody had known why the events had occurred that directly resulted in the Great Freeze and then on to Crystal Tokyo. Why billions of sentient beings had been frozen solid so that a single city could remain. It was widely believed that the tide of undead had resulted from some as yet unseen Dark Threat which had neutralized itself in the process.
Now she knew. It was herself, Sailor Pluto, who created the situation of the Final Threat and the freeze of one thousand years before the Senshi could break free.
It was by her hand that Uranus, Neptune, and Saturn would unite and unleash their powers to freeze the world - and die in the accomplishing of this task.

Facing this, there was only one thing to do.
