The two agents of a foreign government knew that the children would not use that defense, however they also knew that 'normal' was not applicable with these children. They HAD been hopeful that Saotome's history of selling his son would pave the way for cooperation of the targets. No such luck - pity.
The two agents had therefore not come alone and had chosen their timing as best they could. With most of them in the water, their mobility would be limited.
"You shall accompany us," said Agent A.
"If not willingly, then otherwise," said Agent B.
Phut!
Ami checked her middle and pulled the little cartridge from where it had pierced her. "Snipers with tranquilizer darts? That's hardly a fair..."
Ranma caught Ami before she could fall into the water and possibly drown.
"Shield!" called out Usagi, holding up a hand and glowing.
Phut! Phut! Phut! Phut! Phut! Phut! Phut! Phut! Phut! Phut! Phut! Phut! Phut!
"Fire... oh heck," said Rei as her flame came out as a trail of sparks.
Three of the bullets went past Usagi's shield. Setsuna, Haruka, and Hotaru staggered as they tried to fight the tranquilizers.
One of them, however, was not particularly at a disadvantage in the water.
"Attacking a Siren while she is in her element," said Michiru, forming a harp of water and beginning to play. "Allow me to show you why that is a very poor idea. Lullaby."
Music filled the air, and Michiru expected to see the two go down. One did.
The other raised his rifle again and shot her. Phut!
Makoto and Minako had made it out of the water by this point. Makoto charged across the sands. Minako, however, was faster and pounced.

Ranma made his way to shore, carrying as many of his girls as he could, then turning and wading back out to the others to repeat that action.
"We'll have to hide somewhere," said Minako, licking blood off her claws as the Agent fled.
"Hmmmm," said Makoto, looking around. "Well, it looks like we could go:
