Reclaimed swampland often was.
It was part of the nature of the interaction between the mortal realm and the various subplanes - particularly the Nevernever. Swamp was neither land nor water, full of naturally occurring dangers such as bacteria and treacherous footing, it was something in-between. Areas like that, neither one thing nor another, were prone to being "weak" as far as the boundaries were concerned. Which was one reason closets and spaces under the bed scared kids no matter what culture they were from - they were neither one thing nor another and often dark. It wasn't enough of a weak point that things could cross over, but their passage or lingering presence registered on those who hadn't spent years denying that there wasn't anything in the dark that wasn't in the light.
Those who were wizards or had some Talent learned that things WERE out there in the dark that weren't there in the light. That of the hundreds of thousands of those who went missing in any given year in the continental United States - some at least had run across a predator.
There were ghoulies and ghosties and long leggity beasties and things that went bump in the night.
There were predators, there were prey, and then there were those who got in between the predator and prey. Shepherds if you want to use that reference, though there were many who would argue that because the metaphor didn't work too well if you extended it out some.
Chicago wasn't the only "hot spot" - some areas were like Germany's Black Forest and had a few fading spots where the world rubbed raw against another. Places where those with a psychic sensitivity slightly above "blind" could feel the beyond. Small areas tended to be "capped" by someone building a temple or church or something to contain that area, larger areas were more problematic.
Naturally, when the Senshi 'life-boat' had gravitated to this world, it had also gravitated to one of those weak points.
