Manipulating the timestream wasn't even supposed to be possible. She had to fight the controls on the Key and Gate, which were meant to stabilize things, and use the uncertainties and probability bending properties of the Paradox Storm she'd unknowingly set off.
Finally she thought she had it.
Ranma got his curse, met Herb right away, got locked into female form, got repeatedly abused and by the time an opportunity for escape came by - she'd been thoroughly broken to that new role. Of course a Jusenkyo boy-cursed Ukyo had rescued her, but the Ranma that-had-been was pretty much gone.
Ukyo, despite being cursed to turn male, had no desire to further punish Ranma at this point. Genma had helped with the rescue, at least providing details and distracting the Musk at an opportune time. So Ukyo was currently not after revenge against Genma OR Ranma. They'd already been punished. Ukyo might have killed the two, or at least severely hurt them. This went rather beyond that.
All of this was fine and dandy by Sailor Pluto's estimation. If Ranma DID run across the Senshi, it would be the shattered young girl who had no chance of being anyone's boyfriend ever again.
Still, she had "felt" the sticks tumbling and moving. Looking at Ranma, Ukyo, and Genma as they tried to escape the region didn't reveal what had changed.
